Great post - very timely. Have you seen any explanation for why they included the "free lunch" provisions? On the face of it, the complete lack of oversight is quite astonishing.

Thanks, Bronwyn. I've been chipping away at understanding this, and your walkthrough helps a lot. This administration has handled all real--and--manufactured crises (that would be Iraq) so poorly, that I'm skeptical at any need for urgency.


Thanks, Racy and KAT. You both raise good points that I can't answer. Why have no oversight on this government spending program? How urgent is it that the government act in a big way now, or can they deal with individual problems one by one as they arise?

Both questions are being debated by economists, policymakers and other smart people.
